Keeping the Seas Open: Portugal Leads on Maritime Security

At the UN Security Council High-Level Debate on maritime security, amid rising tensions in key maritime routes, Portugal highlighted the urgent need to protect freedom of navigation and safeguard global supply chains, particularly in the Strait of Hormuz, where disruptions are already affecting energy, food security, and vulnerable economies. Portugal sent a clear message: open and secure seas are essential to global stability and require collective action.

Portugal welcomed the UN Task Force to facilitate the safe passage of fertilizer shipments, underscoring its support for practical, solution-driven multilateral action.

As a maritime nation, Portugal combines strong legal commitment and operational experience. From promoting UNCLOS as the foundation of ocean governance to advancing cooperation through the Atlantic Centre and contributing to EU naval operations, Portugal is actively strengthening maritime security on the ground.

Looking ahead, Portugal is also addressing emerging challenges: from protecting submarine cables to enhancing maritime awareness through new technologies, while advocating for a more preventive and strategic role for the UN.

As it campaigns for a seat on the UN Security Council (2027-2028), Portugal brings a clear vision:
to help keep the seas open, safe, and governed by the rule of law – through cooperation, credibility, and action.
