Portugal Approves Fourth National Action Plan on Women, Peace and Security (2026-2030)
On 6 March 2026, Portugal approved the Fourth National Action Plan (NAP) for the Implementation of United Nations Security Council Resolution 1325 (2000) on Women, Peace and Security (WPS), covering the period 2026-2030.
The IV NAP 1325 supports Portugal’s ongoing commitment to integrating gender perspectives into peace and security policies, by strengthening women’s participation, preventing violence, and protecting human rights.
The Plan was coordinated by the Portuguese National Human Rights Committee (PNHRC) within the WPS Working Group, which brings together the government policy areas of Foreign Affairs, National Defence, Justice, Home Affairs, and Equality, alongside the Commission for Citizenship and Gender Equality. It also draws on contributions from all areas represented in the PNHRC and from civil society organizations.
Structured around four strategic pillars – participation, prevention, protection and promotion – the IV NAP 1325 aims to strengthen women’s representation in conflict resolution processes and decision-making; as well as to tackle all forms of violence against women and girls, including conflict-related sexual violence, ensuring the provision of appropriate support to victims. In parallel, it aims to ensure accountability for acts of violence and mainstream a gender perspective across national and international policies, further consolidating the WPS Agenda.
Through its IV NAP 1325, Portugal demonstrates its readiness to advance global peace and security, highlighting its leadership in integrating gender perspectives in international decision-making – an essential pillar of its campaign for a seat on the United Nations Security Council.
