Portugal Participates in UNSC Open Debate on Advancing Adaptability in UN Peace Operations
Portugal participated in the United Nations Security Council Open Debate on “Advancing Adaptability in UN Peace Operations – Responding to New Realities”, held under Denmark’s presidency and chaired by Foreign Minister Lars Løkke Rasmussen. The meeting featured briefings by UN Secretary-General António Guterres and Jenna Russo, Director of Research at the International Peace Institute.
The debate provided a platform for member states to reflect on how peace operations can remain agile and effective in addressing multidimensional and evolving challenges.
In its intervention, Portugal advocated for a comprehensive and inclusive architecture of peace operations, integrating prevention, peacekeeping and peacebuilding as mutually reinforcing components. It emphasised that mandates must prioritise the protection of civilians, ensure the meaningful participation of women and youth, and incorporate the climate, peace and security nexus as a critical operational dimension.
Portugal also stressed the importance of political cohesion, stating:
“We need strong political will of a united Council as a starting point for any peace operation, but throughout the complete strategic planning of the operations, which must be duly pondered among all relevant stakeholders. It is crucial to promote greater unity in supporting peace processes among the various actors.”
