UN Security Council Open Debate on Conflict-Related Sexual Violence: Portugal Calls for Survivor-Centred Action and Stronger Prevention Measures

The United Nations Security Council convened for its annual open debate on Conflict-Related Sexual Violence (CRSV) on August 19, 2025. This year’s discussion focused on “Identifying innovative strategies to ensure access to life-saving services and protection to survivors of sexual violence in conflict zones”.

In this debate, Portugal expressed its deep concern over the alarming rise in CRSV, including their perpetration through digital technologies, and underscored the importance of adopting survivor-centred responses that ensure accountability and deliver justice for victims.

It further highlighted the need for effective prevention measures, such as strengthening early-warning, monitoring, and protection mechanisms in conflict zones, combined with awareness-raising campaigns to address the structural causes of gender inequality.

Portugal remains firmly committed to advancing the Women, Peace and Security (WPS) agenda, championing enhanced multilateral cooperation to eliminate conflict-related sexual violence and guarantee justice for survivors.
