Enhancing Multilateral Engagement: Recent UN Capacity-Building Initiatives

Course on Security Council Working Methods for Non-Council Members

This specialised course, which was coorganised by UNITAR, DPPA and Portugal on 8 May 2025, provided Member States outside the Security Council with practical insights into its procedures and working methods. By fostering a deeper understanding of formats such as open debates, wrap-up sessions, and informal consultations, the programme equipped delegations to engage more effectively in Council-related discussions. Such initiatives promote informed participation and reinforce the principles of accountability and openness that underpin the Council’s work.

Workshop on Strengthening the General Assembly-Security Council Relationship

Held at United Nations Headquarters, this workshop coorganised by UNITAR, Portugal and Ecuador brought together diplomats and experts to explore ways to enhance coordination between the two principal organs. Discussions focused on improving engagement in debates on the Security Council’s annual report, supporting contributions to open debates, and addressing mechanisms introduced under Resolution 76/262 (“Veto Initiative”). The dialogue reaffirmed the importance of complementarity between the Assembly and the Council in advancing peace and security, in line with the UN Charter.

These initiatives reflect Portugal’s commitment to effective multilateralism, ensuring that all Member States have the tools and knowledge to contribute meaningfully to the maintenance of international peace and security.
