Protection of Civilians in Conflict: An Urgent and Collective Imperative
At the UN Security Council’s Annual Open Debate on the Protection of Civilians (PoC) in Armed Conflict, chaired by Greece, on May 22nd, Portugal underscored the urgent need to strengthen international efforts to safeguard civilians amid increasingly complex and deadly conflicts.
Highlighting the findings of the Secretary-General’s annual report, Portugal stressed that civilians continue to bear the brunt of warfare, with devastating impacts on infrastructure, food security, healthcare and vulnerable groups. The statement drew attention to grave situations in Gaza, Ukraine, Sudan and Haiti, condemning attacks on civilians, humanitarian and UN personnel, and journalists, as well as the growing threats posed by disinformation and emerging military technologies.
Portugal reaffirmed the protection of civilians as a moral, legal and humanitarian imperative, calling for greater compliance with international humanitarian law, enhanced accountability mechanisms and the responsible regulation of new technologies.
As a candidate for the Security Council for 2027–2028, Portugal reiterated its commitment to “prevent, partner and protect,” pledging decisive action to uphold human dignity and defend the most vulnerable.
